Network Governance and the Evolving Urban Regeneration Policymaking in China: A Case Study of Insurgent Practices in Enninglu Redevelopment Project

Summary: This study traces the evolution of urban regeneration policymaking in Guangzhou, China, using a network-based framework. It finds that urban redevelopment policymaking in China has shifted from state-dominant to local government-driven practices, with increased involvement of non-state actors and a transition towards a polyarchy-oriented decision-making mechanism. The emergence of insurgent practices in the Enninglu redevelopment project indicates a move towards substantive participatory governance in the Chinese context.
