Priority-setting dilemmas, moral distress and support experienced by nurses and physicians in the early phase of the COVID-19 pandemic in Norway

Summary: The study found that 67% of respondents had experienced priority-setting dilemmas in the early phase of the COVID-19 pandemic, with healthcare workers directly involved in COVID-19 care, redeployed, or working in psychiatry/addiction medicine experiencing it more often. Although 59% of respondents saw adverse consequences due to resource scarcity, severe consequences were rare. Moral distress levels were generally low, but higher in selected groups. Support from existing collegial and managerial structures, as well as priority-setting guidelines, were found to be helpful.
