Summary: International policy aims to increase protected areas for nature on Earth's surface. Existing studies show that protected areas can prevent habitat loss, but evidence for their impact on species' populations is lacking. This study explores the effects of 1,506 protected areas on 27,055 waterbird populations using a robust study design, finding a mixed impact with areas managed for waterbirds or their habitat being more beneficial. Larger areas also show a weak signal of being more beneficial. Protection alone does not guarantee biodiversity outcomes, and targets should focus on well-managed protected and conserved areas that benefit populations.
