The practical use of social vulnerability indicators in disaster management

Summary: As climate change intensifies disasters globally, the allocation of resources for mitigation and response needs to be more efficient and equitable. This study questions the practical value of popular social vulnerability indices and suggests that considering poverty as a common variable can quickly reveal similar vulnerabilities in communities to costly assessments. Results from a national survey of emergency managers indicate that these indicator models may be underused nationally, with more effectiveness found in higher income areas.
