Identifying best practices in adoption, implementation and enforcement of flavoured tobacco product restrictions and bans: lessons from experts

Summary: The objective of this study was to identify recommended components for adopting, implementing, and enforcing bans or restrictions on flavored tobacco products. Semi-structured interviews were conducted with 17 high-level experts in the USA and Canada who had expertise in flavored tobacco product policies. The major findings were categorized into four areas: program planning and legislative preparations, education and community outreach, implementation and enforcement, and policy impact. Critical elements for pre-implementation included comprehensive policy language, identifying enforcement agents, examining potential economic costs, deploying media campaigns, and engaging community partners and retailers. Recommended implementation processes included a 6-month preparation timeline, focus on retailer education, and clearly outlined enforcement procedures, particularly for concept flavors. The study concludes that sharing best practices can improve the passage, implementation, efficacy, and evaluation of flavored tobacco policies.

Changes in cigarillo availability following implementation of a local flavoured tobacco sales restriction

Youth Tobacco Use Before and After Local Sales Restrictions on Flavored and Menthol Tobacco Products in Minnesota

Implementation of a comprehensive flavoured tobacco product sales restriction and retail tobacco sales

Summary: The comprehensive restriction on flavoured tobacco sales in San Francisco significantly reduced flavoured tobacco sales and overall tobacco sales in mainstream retailers. There was no evidence of substitution to concept-flavour named products, which sets this evaluation apart from other flavoured tobacco policy assessments in the US. The results may be attributed to the San Francisco Department of Health's education efforts and rigorous enforcement, as well as the law's presumption of flavoured products based on manufacturer communication.

A Comprehensive Qualitative Review of Studies Evaluating the Impact of Local US Laws Restricting the Sale of Flavored and Menthol Tobacco Products

Cigarette and cigar sales in Hawaii before and after implementation of a Tobacco 21 Law

Summary: The implementation of T21 policy in Hawaii led to a significant decrease in cigarette sales and menthol market share, as well as a reduction in large cigar/cigarillo sales. However, T21 policies in California and the US mainland did not show similar effects. The findings suggest that T21 laws may help reduce sales of tobacco products preferred by youth and young adults.

Local sales restrictions significantly reduce the availability of menthol tobacco: findings from four Minnesota cities

Summary: The study found that the majority of policy intervention stores in Minneapolis, St. Paul, Duluth, and Falcon Heights complied with the policy and did not sell menthol tobacco. In contrast, most stores in comparison cities continued to sell menthol tobacco even after policy implementation. Significant decreases in menthol tobacco marketing post-policy were observed in Minneapolis, St. Paul, and Duluth, indicating the effectiveness of sales restrictions.

Menthol e-cigarette sales rise following 2020 FDA guidance

Summary: The study found that Juul Labs' and FDA's actions led to a decrease in total flavoured e-cigarette sales, with mint-flavoured e-cigarette sales dollars decreasing. Following Juul Labs' removal of mint-flavoured products, the market share of menthol-flavoured e-cigarettes increased by 59.4% over 4 weeks. After the FDA's 2020 guidance, the market share of menthol-flavoured e-cigarettes increased by 54.5% over 4 weeks and 82.8% over 8 weeks.

Because There's Just Something About That Menthol: Exploring African American Smokers' Perspectives on Menthol Smoking and Local Menthol Sales Restrictions
