Factors such as decision-makers' guidance, stakeholder involvement, and clear implementation plans were found to reduce policy ambiguity in Jordan and Oman, while the absence of these factors contributed to policy ambiguity in Kuwait. Factors reducing policy conflict included compliance with international standards, fit with local capabilities, and stakeholder agreement on policy goals and means in Jordan and Oman. Adopting a stepwise approach to implementation was also identified as a factor in reducing policy conflict in Jordan.
