Meta-review of implementation determinants for policies promoting healthy diet and physically active lifestyle: application of the Consolidated Framework for Implementation Research

Summary: This study conducted a meta-review of 25 systematic scoping or realist reviews and 17 stakeholder documents to identify determinants of policies promoting healthy diet, physical activity, and sedentary behavior. Seven determinants were supported by 66.7-76.2% of reviews/stakeholder documents, including cost, networking, external policies, structural characteristics, implementation climate, readiness for implementation, and knowledge/beliefs.

Frameworks for implementation of policies promoting healthy nutrition and physically active lifestyle: systematic review

Summary: This study investigated and analyzed policy implementation frameworks for healthy nutrition, physical activity promotion, and a reduction of sedentary behavior. The findings showed that most frameworks have two or three aims and include constructs from multiple levels, although system-level constructs are less frequently included. These frameworks combine descriptive features with prescriptive and explanatory associations, but equity constructs are often overlooked.

Successes included collaboration with a third-party tax administrator, leveraging a pro-tax coalition, and providing funding for local needs. Challenges were associated with implementing a general tax, lack of explicit revenue allocation, and the language used in the original ordinance. The study offers recommendations for policy makers and advocates involved in SSB tax adoption and implementation efforts.
