A data-driven global innovation system approach and the rise of China's artificial intelligence industry

Summary: By building upon the global innovation system framework, this paper develops an analytical approach to incorporate data as a foundational resource in data-driven innovation systems and explores the emergence of China's artificial intelligence industry. The loose institutional regime in China significantly facilitates the formation of market, legitimacy, and data, with entrepreneurs and digital platforms playing key roles in coupling system resources with China's innovation system. As data becomes a critical resource, actors controlling data develop institutional power to shape the emergence of the data-driven industry.
