Land financialisation and the financing of urban development in China

Summary: There is a growing body of literature on China's land reform, land system, and land-centered urbanization. This paper focuses on the financialization of land in China, specifically the use of financial instruments for land development. The study examines the land mortgage, local government financial vehicles (LGFVs), and Chengtou Bonds as examples of this financialization process. It highlights the role of fiscal stimulus in triggering land financialization as a crisis management strategy in China.

Understanding the impact of land finance on industrial structure change in China: Insights from a spatial econometric analysis

Summary: The use of land finance modes in Chinese cities, namely land transfer-centered (LTC) mode and land investment-centered (LIC) mode, has resulted in different industrial structure changes in both focal and adjacent cities. The LTC mode, focusing on government revenue from land conveyance, does not optimize industrial structure; while a LIC mode that expands the agreement-based land transfer area hinders industrial structure advancement, but one that increases the agreement-based land transfer price can facilitate it to some extent. Spatial spillover effects of land finance indicate interregional competition and imitation, with negative effects on neighboring areas' industrial structure change.
