Reducing CO2 emissions by curtailing renewables: Examples from optimal power system operation

Summary: This paper debunked the misconception that maximizing variable renewable energy (VRE) production always leads to lower CO2 emissions, by highlighting the various constraints in power system operation. It revealed that curtailing VRE in certain situations can actually reduce both costs and CO2 emissions, due to network constraints, ramp capability requirements, and reserve/security needs. Optimal dispatch of VRE through markets based on its true cost is proposed as a more efficient approach to maximize VRE value in the system.
