Post Covid-19 stimulus and bailouts need to be compatible with the Paris Agreement

Ben Caldecott

Summary: Efforts to recover from Covid-19 through public and private finance should not support assets and companies that are not in line with the goals of the Paris Agreement. However, there is a lack of agreement on what it means for investor portfolios or bank loan books to be aligned with climate change outcomes, as well as what assets are compatible or incompatible with different carbon budgets and global warming thresholds. It is important to urgently clarify and incorporate these considerations into decision-making frameworks.

Nexus between green finance and climate change mitigation in N-11 and BRICS countries: empirical estimation through difference in differences (DID) approach

Muhammad Atif Nawaz et al.

Summary: The study found that in N-11 countries, factors such as renewable energy consumption, foreign direct investment, CO2 emissions, Human Development Index (HDI), and investment in the energy sector by the private sector have significant impacts on promoting green financing and climate change mitigation. Matching analysis showed mixed results for both treated and untreated countries, with some experiencing improvements while others saw decreases in green financing and climate change mitigation. Overall, the difference in differences (DID) method showed no significant difference among the countries.

Trilemma association of energy consumption, carbon emission, and economic growth of BRICS and OECD regions: quantile regression estimation

Muhammad Atif Nawaz et al.

Summary: Recent research has shown the impact of GDP growth and energy consumption on carbon emission in BRICS and OECD economies. The study found a negative correlation between GDP and carbon emission, and a positive correlation between non-renewable energy consumption and carbon emission. Additionally, carbon emission decreases with increase in gross capital formation, while trade openness has no significant impact on carbon emission. An RE-based energy production approach is recommended for future projects in the selected region.

Analyzing the Characteristics of Green Bond Markets to Facilitate Green Finance in the Post-COVID-19 World

Farhad Taghizadeh-Hesary et al.

Summary: The COVID-19 pandemic and global recessions have reduced investments in green projects worldwide, jeopardizing climate-related goals. To address this, the post-COVID-19 world needs to embrace a green financial system through new financial instruments like green bonds. Although these bonds are effective in combating climate change, they also come with high risks, low returns, and significant heterogeneity. In Asia, the green bonds market is dominated by the banking sector, showcasing higher returns but also higher risks and variability. Recommendations for policymakers include increasing the return rate of banking sector bonds through tax spillover and encouraging diversification of issuers with more involvement from the public sector and de-risking policies.

Huaping Sun et al.

Summary: Solar power is a promising alternative energy source for developing countries in Asia, particularly in South Asian countries, with sufficient solar irradiance for power production. The study in Sindh Province, Pakistan, highlights the economic viability of off-grid solar photovoltaic systems, which can provide electricity at a lower cost compared to traditional energy sources while reducing CO2 emissions. The implementation of off-grid solar energy systems can provide a renewable roadmap for energy in South Asian countries and remote regions.

The 'certain' returns from expenditures for 'uncertain' activities: a local multiplier approach to evaluate regional R&I policy

Nicola Francesco Dotti et al.

Summary: The paper presents a policy evaluation approach to estimate the local multiplier effect of (public) R&I expenditures within regional innovation systems (RIS). The proposed method tracks economic flows and distinguishes various impacts, focusing on the 'certain' returns in RIS regardless of the 'uncertain' innovative outcomes. The case study of Innoviris in Brussels is used to validate the approach and unpack the economic flows of R&I-oriented public expenditures.
