When Voters Matter: The Limits of Local Government Responsiveness

Summary: The author uses over-time variation resulting from geographic sorting to estimate the impact of local preferences on local policy, finding a causal impact of changes in preferences on changes in policy. However, this responsiveness is limited, with certain policies being more responsive than others. Public safety and infrastructure spending are responsive, while policies constrained by state laws and school/special district spending are not. These results support recent evidence of local responsiveness and reveal the influence of state-imposed constraints on local policies.
