This paper constructed an ecological compensation system for the Huaihe River Basin in China based on a watershed ecological compensation model, calculating the total compensation amount. Results indicated the need for compensation between provinces based on pollutant discharge levels, providing insights for policy development and sustainable management of natural resources. The relationships and amounts of compensation can be determined through an emissions trading system, promoting mutual development among regions.
This paper constructed the ecological compensation system and calculated the total compensation of the Huaihe River Basin in China based on the watershed ecological compensation model. This compensation system reflects the value of the emission right and provides new perceptions for realizing the mutual development of the corresponding regions. It also helps to develop policies to keep the natural resources sustained. The results showed that Jiangsu province produces much more pollutant discharge and should compensate Anhui province for its drainage basin ecology. As a mid-stream administrative region, Anhui Province should receive ecological compensation from Henan Province, an upstream administrative region. The ecological compensation relationship among the subjects and the amount of compensation can be determined through the emissions trading system.
