Rent Seeking over Tradable Emission Permits

Summary: Analyzing the impact of rent-seeking behavior on firm permit allocation using the UK's CO2 Emissions Trading Scheme, it was found that financial connections to members of the House of Commons strongly predict post-appeal allocation. Even after controlling for various factors, such connections were associated with a significant increase in actual permit allocation. The estimated welfare loss from rent-seeking was over 100 million euros, a substantial amount compared to firms' abatement costs.
