Summary: The study found that most children with ASD are diagnosed after the age of 3, with even later diagnoses for children from non-white ethnic groups. Survey results showed that 85% of agencies conduct ASD screening, but only 39% conduct diagnostic assessments before age 3. Recommendations for policy changes to align Part C practices with best practice guidelines are provided.

Early Intervention and Newborn Screening Parallel Roads or Divergent Highways?

Donald B. Bailey

Summary: Early intervention programs and newborn screening programs aim to identify and treat disorders early, but they differ significantly in history, service models, eligibility requirements, etc. Addressing crosscutting issues such as meaningful outcomes for children and families, effective yet expensive treatments, monitoring progress, determining optimal intervention timing, and identifying appropriate intersections between early intervention and newborn screening will require national and state leadership, stakeholder engagement, collaboration, and a significant investment of resources.
