COVID-19, the Great Recession and social policy: Is this time different?

Amilcar Moreira et al.

Summary: This paper provides an overview of the initial crisis responses to the coronavirus pandemic and discusses whether and how the COVID-19 crisis and national responses differ from those seen during the Great Recession. The speed and scale of the crisis are indeed distinctive, but claims of symmetry-a crisis affecting all equally-are misplaced. The stimulus packages and employment supports introduced during the pandemic are novel in scope and scale, with a greater emphasis on housing compared to responses to the Great Recession.
