The findings suggest that improving fiscal decentralization, GDP, and political risk index can promote financial development and reject the resource curse hypothesis. It is recommended to focus on promoting fiscal decentralization and enhancing political risk index scoring to achieve high financial development levels and avoid the resource curse.
