This study established a comprehensive evaluation index system for evaluating the rescue measures of China's national nuclear emergency engineering rescue team at the containment vessel. By calculating objective indicators and applying the Fuzzy Comprehensive Evaluation method for subjective indicators, the method can assess the team's ability and reveal weaknesses and problems in the rescue process.
To date, studies on nuclear emergency evaluation focus on emergency preparedness and medical rescue ability. The evaluation of Rescue Measures at containment vessel is critical for Nuclear Power Plant (NPP) emergency response under the severe accident. In this paper, a comprehensive evaluation index system was established for rescue measures of China national nuclear emergency engineering rescue team at containment vessel with the consideration of timeliness and accuracy of rescue process, rescuers' safety and rescue effects. A series of formulas was proposed to calculate the objective indicators' scores, meanwhile, Fuzzy Comprehensive Evaluation method was applied to calculate subjective indicators' scores with a weight distribution estimating by Analytic Hierarchy Process method. A case study on M310 NPP was carried out to demonstrate the evaluation method. The proposed method based the established index system can not only evaluate the rescue teams' ability, but also reveal the weaknesses and problems during the rescue process. (C) 2020 Elsevier Ltd.
