It's very similar to my situation. I submitted the manuscript on March 26th, and after the required reviews were completed in mid-June, it went back to being "under review." In early July, it was once again marked as "required reviews completed," but it's still in the same status until now. I sent two reminders during this time, but there has been no reply. Speechless!

The manuscript was submitted on April 1st. After about a week, it entered the "under review" status. Later, the status changed to "with editor". After two to three months passed without receiving any revision comments, several reminder emails were sent, but there was no status update or rejection. In early July, the status changed to "Required Reviews Completed", but there has been no news since then. Previously, when reviewing for this journal, the review time given to reviewers was three weeks. Now, it is unknown how many sets of three weeks have passed, and there is still no news. Withdrawing the submission is not possible either. On the other hand, when a manuscript was submitted to another journal, it went through the revision process within a month. I am really disappointed with this journal and will not submit to it again in the future.
