After submission, it directly shows "under review," and I don't know if it was really sent for review. Then, there was no response for over a month. At the 40-day mark, I emailed to inquire, and they said it was still in the editor's hands and had not been sent for review. Then, they directly rejected it. If they had the time, why didn't they just reject it from the beginning??? I don't know what this journal is trying to do.

This journal has a good reputation. After searching, I read a few articles and found their quality to be decent. They are engaged in cutting-edge research, primarily in the field of urban computing. I decided to choose this one based on my advisor's recommendation. I hope to get selected.
