Urban planning could improve a wide range of residential environment quality aspects. The variety of valuation in the planning process is always subjective. The best assessor of the established product is the resident himself. A scientific study completed by the authors was an attempt to find a way to determinate the efficiency of urban handling and reconstructions. A hypothesis formed on the existence of reliable statistical the quality of individual cities' handling and maintenance, residential environment and individual residents' health, social pathology and working capacity indicators. The authors assume that identification of residents' problems will help to determine the allocation of resources for the urban development and reconstruction.
