Three types of the underwater discharges produced by means of AC voltage sources (500-2000 V, 0.05-1 A) were investigated. Dynamic volt-ampere characteristics and radiation intensity of these discharges were measured. It was observed the optical afterglow time up to 0.1 - 0.2 s. The information about their chemical action was got by stimulation of the oxidation of the organic and inorganic substances. It was found that the treatment of the cellulose and the flax by means of the underwater discharges results in the change of their molecular mass, lignin contain and surface concentration of the oxygen containing functional groups.
