In recent days, the relativistic version of the classic Weibel instability received renewed attention for its potential role as a mechanism to generate cosmic magnetic fields. However, one of the key conceptual foundations in association with the Weibel instability has not been addressed in the literature. Namely, the spontaneous emission of magnetic field fluctuation, which is supposed to provide the seed perturbation for the Weibel instability, has not been adequately discussed.
