This paper presents a study of the cell transmission model for the inter-regional transfer of disaster victims, and of assisting disaster managers to develop a vehicle scheduling, routing, and resident distribution plan. In order to reach the goal of minimizing transfer time and road occupancy during transfer, the model, together with the structure of the road network, must meet constraints on road capacity, road speed limit, and permanent shelter capacity, thus developing personnel transport and transfer plans. In this, some factors are also considered such as allowing vehicle round-trip transportation and arranging for vehicles that complete the task to provide support to other communities. Finally, this paper gives a method for solving the problem and a numerical example to verify the feasibility of the method.
