No spin-singlet b (b) over bar quarkonium state has yet been observed. In this paper we discuss the production of the singlet P-wave b (b) over bar and c (c) over bar P-1(1) states h(b) and h(c). We consider two possibilities. In the first the P-1(1) states are produced via the electromagnetic cascades Y(3S)-->eta(b)(2S)+gamma-->h(b)+gammagamma-->eta(b)+gammagammagamma and psi'-->eta(c)'+gamma-->h(c)+gammagamma-->eta(c)+gammagammagamma. A more promising process consists of single pion transition to the P-1(1) state followed by the radiative transition to the 1 S-1(0) state: Y(3S)-->h(b)+pi(0)-->eta(b)+pi(0)+gamma and psi'-->h(c)+pi(0)-->eta(c)+pi(0)+gamma. For a million Y(3S) or psi''s produced we expect these processes to produce several hundred events.
