A model based on a dipole pomeron framework for exclusive vector meson photoproduction by real and virtual photons shows very good agreement with the experimental data. This model does not violate unitarity constraints and describes in a universal manner all the available data for rho, omega, phi, J/psi and T vector meson photoproduction in the region of energies 1.7 less than or equal to W less than or equal to 250 GeV and photon virtualities 0 less than or equal to Q(2) less than or equal to 35 GeV2.
