Recent CP violation results in B decays suggest that Z penguins may have large weak phase. This can be realized by the four generation (standard) model. Concurrently, B -> X-s l(+) l(-) and B-s mixing allow for sizable V (*)(t/s) only if it is nearly imaginary. Such large effects in b <-> s transitions would affect s <-> d transitions, as kaon constraints would demand V (t/d) not equal 0. Using Gamma (Z -> b (b) over bar) to bound vertical bar V (t/b)vertical bar, we infer sizable vertical bar V (t/s)vertical bar less than or similar to vertical bar V (t/b)vertical bar less than or similar to vertical bar V (us)vertical bar. Imposing epsilon(kappa), K+ (->) pi(+) v (v) over bar and epsilon' / epsilon constraints, we find (Vt/dVt/s)-V-* similar to few X10(-4) with large phase, enhancing K-L -> pi(0)v (v) over bar to 5 X 10(-10) or even higher. Interestingly, Delta m(Bd) and sin2 Phi(Bd) are not much affected, as vertical bar(Vt/dVt/b)-V-*vertical bar << vertical bar(VtdVtb)-V-*vertical bar similar to 0.01.
