This article contains parts of an extensive study, desired to be a proper nowadays response on the functioning of a city through self-regulation, self-sustainability, financing and particularly autocorrection, complying with the Leipzig Charter for Sustainable European Cities (2007). These purviews refer to the realisation through a holistic vision of the economic prosperity, social balance and clean environment of a city. This research is based on the analysis of the current situation and the proposal of a new strategy featuring objectives and correlated division measures for the metropolitan area of Timisoara, at a local level, and of the 113 communities from which only 40 have a population of over 10 000 inhabitants, the 270 neighbourhood units and of quarter units. The researched domains include the road, rail, air and common transportation infrastructure, education, sport and recreation facilities, the study of the densification of the communities, study of these communities central square, public squares, promenades and commercial streets, that allow an integrated approach. The study creates rules of behaviour and the relevant legislation for the metropolitan, local and community level through correlated division policies.
