Human behaviour is a major contributor of construction accidents revealed by many occupational safeties literatures. The presence of good safety behaviour does reflect good safety compliance. Safety issue cannot be tackle effectively without interference of employers with a particular pattern of behaviours as important criteria needed to change employee's behaviours. Thus, the primary objective of this study is to identify employers' behavioural safety compliance factors contribute to encourage employees' towards behavioural safety compliance. This paper is an initial study with the hope that the finding will leads the establishment of safety indicators for behavioural safety compliance in the construction industry.
