One approach for road transport project selection

The rapid development of civilization, population growth and constant increase in the resource consumption level had an effect on changes in methodologies and procedures for approaching the problem in many areas including the traffic engineering. The model of the transport projects selection is presented in this paper. The case study was the street reconstruction into pedestrian area in one city in the south-eastern Balkans. Authors wanted to compare results obtained by the Transportation Master Plan and multicriteria decision making method. The first analyse was based on the traffic parameters, but alternatives cannot be ranked clearly. The inclusion of more criteria, such as environmental parameters, costs, benefits and exterior projects influences, would require the application of some multicriteria decision making method. Authors researched whether the ANP (Analytic Network Process) as a multicriteria decision making approach may represent assistance in making a correct decision related to selection of transport infrastructure project. In this case study developed method favours alternative which provides the best result in terms of effectiveness. Results obtained by the conventional method were not enough to define final alternative rank. As a support, the ANP approach is suitable for the consideration of all aspects of transport projects' effectiveness. (C) 2012 Elsevier Ltd. All rights reserved.
