In present work, an analogy between the maintenance function and the health care system has been identified and justified. The modeling has been translated into an ontology at a macro level of territorial health services that provides a key to understanding organically various aspects to be taken into account in the analysis and evaluation of system performance on an area. The proposed ontology has been used as a guide in conducting the analysis of the characteristics and performance of a regional health care system in a city in northern Italy. The analysis is performed on the basis of real data about the user population and the benefits provided by the system.
