We propose to detect and study neutrino neutral elastic coherent scattering off atomic nuclei with two-phase emission detector with liquid xenon as a target medium. One of the possible experimental site is a Kalinin Nuclear Power Plant (KNPP) situated in the Russian Federation. In this paper we discuss the design of the detector and expected signals and background for this site. (C) 2015 The Authors. Published by Elsevier B.V.
