Wrestling with the complexity of evaluation for organizations at the boundary of science, policy, and practice

Boundary organizations are situated between science, policy, and practice and have a goal of supporting communication and collaboration among these sectors. They have been promoted as a way to improve the effectiveness of conservation efforts by building stronger relationships between scientists, policy makers, industry, and practitioners (Cook etal. 2013). Although their promise has been discussed in theory, the work of and expectations for boundary organizations are less defined in practice. Biodiversity conservation is characterized by complexity, uncertainty, dissent, and tight budgets, so boundary organizations face the challenging task of demonstrating their value to diverse stakeholders. We examined the challenges boundary organizations face when seeking to evaluate their work and thus aimed to encourage more productive conversations about evaluation of boundary organizations and their projects. Although no off-the-shelf solution is available for a given boundary organization, we identified 4 principles that will support effective evaluation for boundary organizations: engage diverse stakeholders, support learning and reflection, assess contribution to change, and align evaluation with assumption and values. La Lucha contra la Complejidad de la Evaluacion para las Organizaciones en la Frontera con la Ciencia, la Politica y la Practica Las organizaciones de frontera estan situadas entre la ciencia, la politica y la practica, y tienen el objetivo de apoyar a la comunicacion y la colaboracion entre estos sectores. Se han promocionado como una manera para mejorar la efectividad de los esfuerzos de conservacion al construir relaciones mas fuertes entre los cientificos, los legisladores, la industria y los practicantes (Cook etal. 2013). Aunque su promesa ha sido discutida en teoria, el trabajo y las expectativas de las organizaciones de frontera estan menos definidas en la practica. La conservacion de la biodiversidad se caracteriza por ser compleja, incierta, por generar desacuerdos, y por tener presupuestos ajustados, por lo que las organizaciones de frontera enfrentan la dificil tarea de demostrar su valor para los diversos accionistas. Examinamos los retos que enfrentan las organizaciones de frontera cuando buscan evaluar su trabajo y asi nos enfocamos en promover conversaciones mas productivas sobre la evaluacion de las organizaciones de frontera y sus proyectos. Aunque no existe una solucion a la venta para una organizacion de frontera dada, identificamos cuatro principios que respaldaran la evaluacion efectiva para estas organizaciones: involucrar a diversos accionistas; apoyar al aprendizaje y la reflexion; evaluar la contribucion al cambio; y alinear la evaluacion con suposiciones y valores.
