This article analyses the last reforming process of the main regulation that rules the use of the urban land and building densities in La Plata city, Argentina. The legal-social point of view tackles regulatory changes as a result of a social process, which requires the inquiry not strictly juridical elements. For that, it has been reconstructed a discussion process that analyses diverse areas and in which the strategies that social actors use to influence the orientation of the new regulation.
