In this paper, we consider multi-user mobile-edge computation offloading (MECO) in edge computing systems, where a practical constraint that only finite number of mobile devices (MDs) are allowed to offload tasks to the base station (BS) due to the limited computational capacity of the edge server, referred to as admission control. In particular, we aim to minimize the weighted sum of the energy consumption and the execution latency of all the MDs by jointly optimizing the selection of offloading-permitted MDs, the offloading data size, the transmission power and the CPU frequencies of all the MDs. To tackle the non-convex problem, we decompose it into a master-and-slave problem and propose a distributed algorithm to solve it. Simulation results validate the superiority of the proposed scheme compared to the benchmark schemes.
