The study found that the cooperation dilemma in air pollution control in the Beijing-Tianjin-Hebei region is mainly caused by a lack of willingness for collaborative governance, and the inconsistency in the strength of central government constraints among prefectures. To overcome this dilemma, the central government's best strategy is to apply strict and consistent constraints on city clusters.
From the perspective of central government constaints, this paper presents two hypotheses on collaborative air polution control in Beijing-Tianjin-Hebei (BTI I) region through mathematical modelling, and identifies the key elements of the constriants based on the daily date on air quality indices of 285 prefectures. It was found out that the cooperation dilemma in air pollution control of the BTH region is mainly caused by the lack of willingness for collaborative governance; the consistency of the strength of central government constraints among prefectures has an impact on the effectiveness of collaborative governance of air pollution in the region. To overcome the cooperation dilemma, the best strategy for the central government is to apply strict yet consistent constraints on both city clusters. The research provides policy inspiration for further improving the collaborative governance of air pollution in the Bill region and the surrounding areas under central government constraints.
