This paper, combining value engineering theory, compares the value output of the project at different times by calculating the incremental cost and benefit of prefab building and cast-in-place building. The calculations indicate that prefab building is continuously improving in all aspects over time, while government subsidies have not yet had a significant impact on the overall value output.
