Policy issue interdependency and the formation of collaborative networks

Summary: The study found that in two collaborative water governance venues, actors' selection of collaborative partners was influenced by both policy issues and their interdependencies, as well as social positions and actor attributes. In one venue, policy issue interdependencies did not specifically affect partner selection, while in the other venue, only actor and relational attributes shaped social tie formation. This suggests that the way actors interact may not always align with the policy issues and their interdependencies when addressing complex environmental problems.
