Accurate tracking of forest activity key to multi-jurisdictional management goals: A case study in California

Clarke A. Knight et al.

Summary: Accurate monitoring of forest activities is a vital part of sustainable forest management, but the complexity of effective monitoring lies in the diverse forest operations, lack of data standardization, and discrepancies between field inspections and remotely-sensed records. California and the USFS have set a goal to treat one million acres of forest and rangeland annually by 2025, but current federal and state forest management datasets are disjoint. This study addresses barriers hindering the assessment of management goals using federal and state archival records.

Integrated Satellite System for Fire Detection and Prioritization

Giuseppe Mazzeo et al.

Summary: Satellite systems have been proven to be relevant in detecting, monitoring, and characterizing fire events for fire management activities. However, only a few satellite-based platforms currently provide immediate and easily usable information about ongoing events, such as active fires and danger conditions in the affected area. This study presents an Integrated Satellite System (ISS) that utilizes satellite techniques and a Fire Danger Dynamic Index (FDDI) to provide near real-time integrated information about fire presence and danger. The results demonstrate that the ISS system can contribute significantly to fire prioritization and help mitigate the impact of fires on populated areas, infrastructure, and the environment.

A Shorter, Sharper Rainy Season Amplifies California Wildfire Risk

Daniel L. Swain

Summary: California has seen increasingly severe autumn wildfires in recent decades, with a clear link to climate change. Recent research shows that the delay in autumn precipitation and increased sharpness of precipitation seasonality in California have important implications for ecology and wildfire risk. These observations align with climate model projections, suggesting that recent trends could be a preview of larger changes to come.

Strategic Wildfire Response Decision Support and the Risk Management Assistance Program

David E. Calkin et al.

Summary: The USDA Forest Service initiated the Risk Management Assistance (RMA) program in 2016 to improve strategic decision-making on large and complex wildfire events. RMA involves personnel from various disciplines to produce actionable science, aligning with best practices in risk assessment and decision-making. Over the years, RMA has evolved in content, structure, and application domain, expanding from large incident support to pre-event assessment and organizational change.

A Qualitative Study on the US Forest Service's Risk Management Assistance Efforts to Improve Wildfire Decision-Making

Courtney A. Schultz et al.

Summary: This study assessed the perceived value of Risk Management Assistance (RMA) and the factors affecting its use in improving wildfire decision-making. While RMA helped line officers communicate decisions more clearly, factors such as personality, pre-season exposure to RMA, local political dynamics, and decision biases influenced its utilization. The findings highlight the complexities of embracing risk management in fire management and similar emergency contexts.

Predicting Paradise: Modeling future wildfire disasters in the western US

Alan A. Ager et al.

Summary: The 2018 Camp fire in Paradise, California was the worst wildfire disaster in US history, resulting in 82 fatalities. Future disasters of similar or greater magnitude are inevitable due to predicted climate change, but their location and timing remain highly uncertain. Simulation models are vital for mapping risk and designing prevention strategies, yet current risk assessments focus more on mean values rather than predicting extreme events that are increasingly becoming a reality worldwide.

Is This Flight Necessary? The Aviation Use Summary (AUS): A Framework for Strategic, Risk-Informed Aviation Decision Support

Crystal S. Stonesifer et al.

Summary: Aircraft play a key role in wildfire suppression globally, but their use also comes with certain risks that require strategic risk management. To address this issue, a framework for risk-informed strategic aviation decision support system has been proposed, utilizing aircraft event tracking data and geospatial datasets to guide decision makers in strategic risk management.

Machine Learning Estimation of Fire Arrival Time from Level-2 Active Fires Satellite Data

Angel Farguell et al.

Summary: The article introduces a machine learning-based method to estimate fire arrival time from satellite data for improved fire modeling accuracy. Through testing, the method demonstrates good agreement with airborne fire observations, enabling monitoring of wildfires in near-real-time and providing accurate fire arrival times.

Supporting Wildfire Response During a Pandemic in the United States: the COVID-19 Incident Risk Assessment Tool

Matthew P. Thompson et al.

Summary: The global pandemic in 2020 increased the complexity and uncertainty of wildfire incident response in the United States, emphasizing the importance of decision support to enhance coordination and communication efforts. Epidemiological modeling highlighted the substantial risk of COVID-19 outbreak at traditional large fire camps, necessitating the implementation of mitigation strategies and expanded networks to interface with public health agencies. The development and application of a COVID-19 Incident Risk Assessment Tool aimed to address the identified gap in assessing COVID-19 risks at the incident level, ultimately supporting risk-informed decision-making during wildfire response.
