Health system resilience and health workforce capacities: Comparing health system responses during the COVID-19 pandemic in six European countries

Summary: This study aims to analyze the adaptive, absorptive, and transformative capacities of the health workforce during the first wave of the COVID-19 pandemic in Europe, and assess the influence of health systems prerequisites on these capacities. The findings show that while the health workforce played a crucial role in the pandemic response, the prerequisites of the health system had little impact on the specific combinations of capacities. Thus, strengthening governance is essential for effective health system responses to crises.

Further research is needed to explore and develop the conceptual thinking behind health workforce governance.
