Summary: This article introduces a comprehensive Fine-Kinney framework to handle occupational risk evaluation in the natural gas pipeline construction project. The framework, based on complex spherical fuzzy environment, combines the compromise ranking of alternatives from distance to ideal solution method and the prioritized weighted average operator for complex spherical fuzzy numbers. The stability and rationality of the framework are investigated through sensitivity analysis, and a comparative study is conducted to demonstrate its advantages over existing similar frameworks. The results show that the framework is able to effectively identify the most serious occupational risk.
