How do low-carbon city pilots affect carbon emissions? Staggered difference in difference evidence from Chinese firms

Summary: We evaluate the impact of China's low-carbon city pilots (LCCP) on CO2 emissions using firm-level tax survey data and a staggered difference-in-differences approach. The results show a significant reduction of 30% in CO2 emissions and a 36% improvement in energy efficiency. The LCCP specifically targeted high-emission and low-efficiency firms, leading to a 79% decrease in CO2 emissions, and provided loans only to high-carbon and low-efficiency, state-owned and collective, and small firms. Our findings suggest that financial incentives alone are not solely responsible for the emissions decline, as environmental regulations also played a role in facilitating firms' transition to green practices. These findings provide valuable recommendations for other developing countries aiming to mitigate their CO2 emissions.

The findings indicate that the volatility of economic policy uncertainty significantly reduces firm GI, with a greater impact than economic policy uncertainty itself. The negative relationship between volatility and GI is stronger for non-state-owned and non-heavily-polluting firms, as well as firms with lower financing constraints, weaker environmental regulation, and lower marketization levels. Positive investor sentiment mitigates the hindering effect of volatility on GI. The study contributes to the literature on uncertainty and green innovation.

The carbon emissions trading scheme and green technology innovation in China: A new structural economics perspective

However, cities in the western region or old industrial bases do not fully leverage the advantages of the green innovation effect of ETS.
