This program has also led to changes in the attitudes of agro-pastoralists, promoting labor force transfer, accelerating urban development, and lifting the poor out of poverty by 2020. It is predicted that after 2025, household income levels, PES return on investment for local governments, and the value of regional ecosystem services will significantly increase.
