While residents show positive attitudes towards urban green spaces, they hold divided opinions on how access to these spaces should be managed, which is a matter of public policy. This paper explores the contrasting views and the challenges faced by managers of urban green spaces during the pandemic.

However, funding the redesign and adaptation of the built environment is a major obstacle in a situation of fiscal austerity. Most municipalities are adopting different fee structures and financial tools to pay for stormwater abatement and improve their capacity to deal with climate change impacts, but stormwater fee systems are often insufficient to meet regulatory mandates and maintenance costs.
