Summary: This study explores the novel conceptions of platform-based state-individual relationship evoked by government-supported digital ID systems, using Estonian e-residency as an empirical case. The findings indicate that being an e-resident not only involves a transactional service-based relationship, but also implies a sense of membership in the state and serves as a basis for transnational belonging.

Developing Cross-border E-Governance: Exploring Interoperability and Cross-border Integration

Summary: Recent EU policy and regulatory initiatives highlight the importance of digital cross-border integration, challenging governments at all levels to transform their governance systems to establish cross-border e-governance for the achievement of a digital single market. The existing stage models in e-Government literature do not address cross-border integration and the heterogeneity of data exchange infrastructures, necessitating a high level of interoperability in legal, organizational, technical and semantic environments. The federated approach may be the most successful for cross-border e-governance and integration.
