Situating public management's contributions to social equity: using decomposition analysis to examine US child welfare outcome disparities

Summary: Despite the importance of social equity, there is a need to understand how public services may contribute to or sustain social inequities. This study examines the impact of administrative centralization and privatization on disparities between Black and White children in the U.S. foster care system. The findings show that centralized systems and higher degrees of privatization tend to narrow the outcome gap, with implications for social equity theory and practice.

No two-party game: how third-sector organizations alter administrative burden and improve social equity

Summary: Administrative burdens disproportionately affect disadvantaged groups and hinder access to government services and social equity. Third-sector organizations can alleviate these burdens and support individuals in overcoming them. However, little is known about the different approaches used by third-sector organizations. By studying the case of the Dutch volunteer organization 'Debt Aid Buddy', we identify that these organizations can act as policy entrepreneurs, boundary spanners, co-producers, stewards, and crisis managers to address administrative burdens. This research integrates administrative burden studies with New Public Governance literature.

Driving nonprofit hospitals to address health equity in community

Summary: This study examines the factors influencing the allocation of community benefit spending in non-profit hospitals using IRS Form 990, American Community Survey, and Medicare data sets with hierarchical linear modelling. The study provides a nuanced understanding of how demand and supply perspectives are connected to welfare and non-welfare services spending, respectively. It offers new evidence of the role of non-profit hospitals in advancing health equity.

Challenges and opportunities for equity in public management: Digital applications in multicultural Smart cities

Summary: This paper links the research on equity in public management with smart cities and explores the impact of digital projects on equity in multicultural smart cities. Four ongoing digital projects in three ethnically diverse cities in Israel (Tel Aviv-Jaffa, Haifa, Jerusalem) were studied. The findings reveal that although all projects were intended to benefit residents, they are not equally accessible to everyone. Additionally, residents of different sectors were not actively involved in the design and implementation processes. Embracing value co-creation, civilian discourse, and implementing structural mechanisms are suggested to bring about change.

Why the network coordinator matters: The importance of learning, innovation, and governance structure in coproduction networks

Summary: This article critically reviews the existing literature on organizational learning, innovation, and cross-sector partnerships and incorporates them into the framework of coproduction. The study proposes a moderated mediation model that suggests organizational learning and external partnerships drive innovation in public service networks, which in turn motivates user and community coproduction. The coordination of these networks is carried out by organizations from the nonprofit and public sectors. The study finds that the governance structure of the coordinating organization moderates its innovative capacity, ultimately leading to coproduction. The research utilizes structural equation modeling analysis with Area Agencies on Aging as the case study and finds that public service networks innovate through learning processes, and nonprofit innovations are particularly effective in accelerating user coproduction. The findings highlight the importance of network coordinators in driving changes and citizen coproduction.

Summary: This article examines the case of independent charter schools in Milwaukee, Wisconsin, to assess the compatibility of New Public Management style reforms with the pillar of social equity in public administration. Structural differences between charter and traditional public schools are found to contribute to inequities in access and outcomes. The study suggests utilizing metagovernance to ensure social equity in decentralized governance reforms.
