Commuter departure time choice behavior under congestion charge: Analysis based on cumulative prospect theory

Summary: This paper aims to provide empirical evidence to define the shape parameters in cumulative prospect theory (CPT) for car commuters' departure time choice behavior under congestion charge scenarios. The results suggest that commuters' departure time choice under the congestion charge policy is consistent with the assumption of CPT. The findings shed light on travelers' behavioral responses to congestion charge schemes and provide an important empirical reference.

Travel demand management: The solution to public transit congestion? An ex-ante evaluation of staggered work hours schemes for the Paris region

Summary: This study investigates the congestion relief potential of staggered work hours (SWH) schemes for public transit. A framework combining a hybrid assignment model with a travel demand management module is developed to simulate the impact of SWH schemes on travel demand and public transit congestion. The findings suggest that SWH schemes can effectively alleviate congestion, but the benefits are moderate and come with substantial rescheduling costs. The study also provides insights for policy design, recommending the focus on shifting a small number of users by a large amount of time rather than a large number of users by a small amount of time.

Price versus Commitment: Managing the demand for off-peak train tickets in a field experiment

Summary: Using a field experiment, this study provides estimates for the own-price elasticity of train travel in Switzerland. The estimates are based on exogenous changes to discounts for long-distance trains, avoiding endogeneity problems. The study finds that increasing the discount leads to earlier ticket purchases and computes own-price elasticities of around -0.7. Ending the early booking period on the previous day rather than an hour before departure decreases discount ticket sales by 18-30%, equivalent to a price increase of 26-43%. These results help in designing measures for peakshifting in transport at least societal cost.

The results show that problem perception, perceived effectiveness, perceived value, and social norms have a significant impact on the acceptance of a LPR policy.

The findings suggest policy measures like improving sidewalk conditions, reducing street congestion, and enhancing public transport accessibility to enhance the overall trip satisfaction of urban commuters in India.
