Summary: The process of pair production in a constant electric field is similar to bubble nucleation in a false vacuum. Each observer will still see nucleation to occur in its own rest frame, regardless of the motion of other observers. However, if the relative velocity of the two observers is high enough, particles and antiparticles of the pair can be observed moving towards each other with very large momenta, contrary to the usual expectation.
