Spillover dynamics and inter-institutional interactions between CSDP and AFSJ: moving towards a more joined-up EU external migration policy?

Summary: The EU's response to the European 'refugee crisis' has involved strengthening its external migration management capabilities in both CSDP and AFSJ. The use of existing CSDP capabilities as a short-term foreign policy tool was employed to quickly address the crisis in 2015, while AFSJ actors have also seen an increase in their mandate and capabilities in external migration governance. The inter-institutional coordination between civilian CSDP and AFSJ has become crucial due to the expansion of their tasks.

Europe and the transnational politics of emergency

The variable consequences of these different types of emergency politics on the EU's normative and sociological legitimacy are considered in the conclusion.

Failing forward in the EU's common security and defense policy: the integration of EU crisis management

Summary: Recent efforts to advance integration in the EU's Common Security and Defence Policy (CSDP) have seen progress in military and civilian capability development, but reforms have been slow and have not fully addressed policy shortcomings and failures. Utilizing a failing forward approach, it is revealed that integration dynamics in EU crisis management follow a cyclical pattern of crisis, incomplete reforms, policy feedback, experiential learning, and further attempts to remedy institutional shortcomings.
