The Leadership of Co-Production in Health and Social Care Integration in Scotland: A Qualitative Study

Summary: This study examines the experiences and perspectives of local and national leaders in Scotland on co-production in public services. The findings suggest that the complexity of the Scottish governance system undermines the sustainability of co-production efforts. To address this, meaningful co-production and coordinated leadership for health and social care in Scotland should be prioritized, along with the development of evaluation capacities to inform the future of integration agenda.

'We need the money': how welfare anxiety justifies penal and social reforms in immigration debate

Institutional Determinants of Co-Production: Norway as an Illustrative Case

Summary: This article investigates the determinants of co-production through voluntary organizations and how these factors shape co-productive relationships at the local level in Norwegian municipalities. The study uses a policy fields approach to compare four institutional fields and employs a qualitative design with data from 89 interviews in 12 municipalities. Results show systematic differences between policy fields, indicating that the institutional space for local co-production is influenced by national welfare policies and public management practices. The study also identifies feedback processes in co-production between policy design and implementation stages. The conclusion suggests that co-production is more suitable in certain service areas than others, depending on the institutional context.

However, the operational meaning of co-creation often remains unclear. This article explores co-creation within three different policy contexts: authority, service delivery, and regulation. Examples from Norwegian policy sectors are used to illustrate the arguments.
